Tyre Recycling

The Waste Management (Tyres and Waste Tyres) Regulations 2017 came in to effect on 1st October 2017. These regulations were introduced to ensure the environmentally sound management of waste tyres.

Advice for the general public

  • All tyre operators, including tyre retailers are obliged under the tyre regulations to join Circol ELT.
  • They must display their membership Certificate prominently in their outlet to show they are compliant.
  • Members of Circol ELT are compliant with the regulations and take responsibility for the waste arising from the sale of tyres.
  • Their tyre waste is collected by a Circol ELT Registered Collector and managed in an environmentally sound manner.
  • Play your part in protecting the environment. Only use a compliant Circol ELT tyre retailer and look out for the Circol ELT membership Certificate the next time you are getting your tyres changed.

Producer & Retailer Compliance Scheme

Any person who supplies tyres (or waste tyres) for the purpose of trade or otherwise in the course of business to other persons, whether as manufacturer, wholesaler, supplier, trader, or retailer are legally obliged to join the collective compliance scheme operated by the approved body, Circol ELT.

In addition to registration with Circol ELT, Producers who place tyres on the Irish market are also required to register annually with Producer Register Limited (PRL).

Reporting

Once registered you will be required to provide monthly reports detailing tyres sourced, fitted, sold and waste tyres collected. Submitting accurate reporting each month helps your business stay compliant and supports the challenge of non-compliance within the industry. Monthly reporting also ensures that members of the scheme can avail of regular waste collections.

Visible Environmental Management Costs (vEMC)

To fund this recovery, the regulations require the implementation of a visible environmental management charge (vEMC) on tyres placed on the Irish market.

The vEMC will allow waste tyres to be collected for recovery when new tyres on which the vEMC has been paid are purchased. This vEMC must be shown separately on every invoice, catalogue, advertisement and website where the price is shown, and shall include the words “Included in these prices is a statutory contribution to recycling costs”.

There is currently no vEMC charge on agricultural and construction tyres.
