Invitation for submissions on the proposed Material Alterations to the Draft Portarlington Joint Local Area Plan 2025 – 2031 (and associated documents) by 4pm on 9th May 2025
Notice is hereby given that members of Laois County Council and Offaly County Council having considered the Draft Portarlington Joint Local Area Plan 2025-2031 together with the Chief Executive’s Report, in respect of submissions recieved, having resolved in accordance with Section 20 (3)(e) of the Planning and Development Act 2000 (as amended), that the above mentioned Plan be amended.
In accordance with Section 20 (3)(f) of the Planning and Development Act 2000 (as amended), the proposed material alterations have been screened for the need to undertake Strategic Environmental Assessment (SEA) and Appropriate Assessment (AA) and it has been determined that a SEA is required for one proposed material alteration and that Stage 2 AA is not required for any proposed material alteration.
in this regard, the following documents are published for inspection and public consultation.
- Proposed Material Alterations to the Draft Portarlington Joint Local Area Plan 2025-2031
- Screening for SEA Determination
- SEA Environmental Report (including Screening for SEA Report and information on the likely significant effects on the environment of implementing one proposed Material Alteration that has been subject to SEA) pursuant to the SEA Directive and Planning and Development (SEA) Regulations 2004-2011.
- Screening for AA Determination
- Screening for AA Report pursuant to the EU Habitats Directive (92/43/EEC) and Planning and Development Act 2000 (as amended)
- Proposed Material Alterations to the Appendices, and the Local Transport Plan, Strategic Flood Risk Assessment and Infrastructure Assessment.

Making a Written Submission
Submissions or observations regarding the Proposed Material Alterations only to the Draft Portarlington Joint Local Area Plan 2025-2031 and the associated environmental reports and appendices are hereby invited from the public and interested bodies from 10th April to 9th May inclusive.
Children or groups or associations representing the interests of children, are entitled to make submissions or observations.
All written submissions or observations will be duly considered and taken into consideration before the making of the Local Area Plan.

Submissions/observations made within this period will be taken into consideration by the Elected Members of Laois County Council and Offaly County Council as appropriate before the making of the Portarlington Joint Local Area Plan 2025-2031.
All submissions should be in one medium only i.e hardcopy or via the consultation portal online or by email. This will avoid the duplication of submission reference numbers and will streamline the process.
Submissions should include a map if it refers to particular locations or features. Submissions should be clear and concise. If you need to make a lengthy submission, please attach an executive summary to it. Submissions should preferably be in typed format in the interests of legibility.
Include your name and address and, where relevant, details of any organisation, community group or company you represent on a seperate page to the content of your submission, in order to assist in complying with the provisions of the Data Protection Act.
The Planning process is an open and public one. In that the context, all submissions/observations will be taken into consideration, are a matter of public record and will be placed on the County Council’s website. Please be advised that the name of the person(s)/group(s) who make the submission will be published, but personal data will be redacted.
This processing of your personal data is lawful under Article 6(1)(e) of the GDPR Regulations.
