NOTICE OF PROPOSED PART 8 DEVELOPMENT BY LOCAL AUTHORITY. PLANNING AND DEVELOPMENT ACT 2000 (AS AMENDED). PLANNING AND DEVELOPMENT REGULATIONS 2001, AS AMENDED.

Pursuant to the requirements of Part 8 of the Planning & Development Regulations 2001 (as amended)

notice is hereby given that Offaly County Council proposes the following works:

Proposed Traffic Calming Measures at:

(1) Junction of Clara Road / Clontarf Road, Tullamore.

(2) Junction of O’Molloy Street / Pearse Park, Tullamore.

(3) Kilbride Street, Tullamore.

The works proposed are as follows:
(1) Re-modelling of the existing layout at the Clara Road / Clontarf Road Junction incorporating the
installation of new raised & controlled pedestrian crossings.
(2) Construction of new raised Belisha Beacon pedestrian crossing with red tactile paving at the junction
of Pearse Park / O’Molloy Street / Kilbride Street -approximately 30m South of Coxes Bridge
(Clara Bridge).
(3) Construction of new raised Belisha Beacon pedestrian crossing with red tactile paving at
Kilbride Street, approximately 100m East of Coxes Bridge (Clara Bridge).
(4) Realignment of existing kerb lines, tightening of curve radii and junction re-modelling works south of
Coxes Bridge (Clara Bridge) to accommodate new raised pedestrian crossing.
(5) Installation of measures to discontinue vehicular access to the west side of the Kilbride Park Road.
(6) Provision of new road drainage and associated works where required.
(7) Construction of new realigned footpaths, new kerbing, and reinstatement of carriageway line
markings and road signage.
(8) Installation of new white lines, road markings and road signage as required.
(9) Provision of road re-surfacing works and installation of anti-skid surfacing.
(10 Installation of new ducting to accommodate new services, where required.
(11) Installation / remodelling of existing uncontrolled crossings where required.
(12) Provision of appropriate landscaping works.
(13) Associated ancillary works.

Submissions & Observations:
Plans and particulars of the proposed scheme will be available for inspection, or purchase at a fee not
exceeding the reasonable cost of making a copy, for a period of 4 weeks from 25/07/2024 to 23/08/2024
during office hours at the following locations:
Offaly County Council, Aras an Chontae, Charleville Road, Tullamore, County Offaly.

Tullamore Municipal District, Town Hall, Cormac Street, Tullamore, County Offaly,
R35 WV59 – Monday to Friday, 9.30am to 1.00pm & 2.00pm to 4.00pm.

Proposed Traffic Calming Works – Tullamore Town

Submissions or observations with respect to the proposed development, dealing with the proper planning
and sustainable development of the area in which the proposed development would be situated may be
made before 4.00pm on Monday the 9thof September 2024, addressed to Mr. Tom Shanahan, Director
of Services, Roads Department, Offaly County Council, Charleville Road, Tullamore, County Offaly,
R35 F893, and clearly marked “Part 8 -Proposed Traffic Calming Measures – Clara Road / Clontarf
Road, Junction, O’Molloy Street / Pearse Park Junction & Kilbride Street, Tullamore, County Offaly”.
Please note that all submissions and observations, including the names of those making such submissions
and observations, will form part of the Chief Executives report to council members in accordance with
Section 179(3) of the Planning & Development Act, 2000 as amended and are therefore subject to
public viewing.

Environmental Considerations:

Offaly County Council has carried out a preliminary examination of the nature, size and location of the
proposed development and has determined that the proposed development will not have significant effects
on the environment and does not require an Environmental Impact Assessment.
Any person may, within 4 (four) weeks from the date of this notice, apply to An Bord Pleanála for a
screening determination as to whether this proposed development would be likely to have significant
effects on the environment.
The development has also been the subject of an Appropriate Assessment screening in accordance with
the EU Habitats Directive and the Planning and Development Act 2000 (as amended). The Appropriate
Assessment screening concluded that the proposed development, individually or in combination with other projects, would not be likely to give rise to significant or indeterminate impacts on any European site and therefore that a Stage 2 Appropriate Assessment is not required.
