A Fire Safety Certificate is a certificate granted by the Building Control Authority certifying that the building or works, if constructed in accordance with the plans, documents and information submitted to the Building Control Authority, would comply with the Requirements of Part B of the Second Schedule to the Building Regulations.
With the exception of dwellings and certain agricultural buildings, a Fire Safety Certificate is required for the following:
- All new buildings including apartments and flats:
- Specified material alterations to buildings:
- Specified extensions to buildings:
- Material changes of use of buildings.
A competent fire safety consultant should be employed to prepare a Fire Safety Certificate application and to work on a design for your building that complies with fire safety requirements. Poor or incomplete applications will not be assessed by the Building Control Authority and will be returned.

Once a Fire Safety Certificate is received, the works should be carried out in accordance with the specifications and plans approved under your application. It is recommended that a competent fire consultant be employed to supervise the fire related elements in the construction of the building.
An applicant who is dissatisfied with the decision of a Building Control Authority on an application for a Fire Safety Certificate may appeal to An Bord Pleanala as per Part VI of the Building Control Regulations 1997.
