Offaly County Council is concerned with the welfare of all animals and will take any reports of abuse of animal welfare very seriously. The Veterinary Officer of Offaly County Council liaises on an ongoing basis with the Garda Síochána, Department of Agriculture veterinary staff & the ISPCA.

Control of Horses Bye Laws 2014
In accordance with the Local Government Act 2001 and the Control of Horses Act 1996, Offaly County Council has adopted the Control of Horses Bye-Laws 2014.
The Bye-Laws came into force on Monday March 24th 2014.
These Bye Laws replace the Offaly Control of Horses Bye Laws 1998.
