Housing Retrofit Programme
The Climate Action Plan 2023 and the Programme for Government has continued its commitment to retrofitting a total of 500,000 homes to a B2 or Cost Optimal Equivalent BER standard by 2030.
Approximately 40% of Ireland’s energy-related carbon emissions are coming from buildings alone, one of
the key objectives of the Climate Action Plan is the target of retrofitting approximately 36,500 Local Authority owned homes by 2030.
The Climate Action Plan 2024 aims to increase the number of retrofits annually compared with previous years while also supporting the deployment of heat pumps to retrofitted houses.
In response to this commitment Offaly County Council Housing Department has been steadily retrofitting
its housing stock. Since 2021, over 132 Social Houses in Offaly have been retrofitted to a B2 BER standard or higher from anything as low as a G BER previously. It is calculated that approximately 1,015.2 t/CO2 is saved every year because of these retrofit works.
Offaly County Council has been consistently retrofitting its housing stock since the 90’s providing a
variation of insulation depending on the accommodation type and the building.
Under Offaly’s Climate Action Plan 2024-2029 a target for Offaly County Council Housing Retrofit
Programme is set and Offaly County Council will aim to achieve this by 2030.
