Affordable Housing Survey – Offaly

Offaly County Council is actively considering the provision of Affordable Housing in Tullamore over the coming years, under the government’s ‘Housing for All’ Plan.

Notwithstanding the eligibility criteria that will be set down in Regulations for any scheme, the Council wishes to establish the level of interest in Offaly to acquire an affordable home from the Council in Tullamore.  This is a survey of interest in affordable housing purchase only and for the sole purpose of gathering information on income levels, family size and housing type. 

The information will be used to inform the Council on the level of demand for affordable houses and the house prices that people might be able to afford.  If you are a ‘First Time Buyer’ or ‘Fresh Start Applicant’ you are invited to complete the survey.   The Council will use the information gathered to assist the Council to formulate plans for future Affordable Housing.  
*Please note there are no properties currently available for purchase under the Scheme.*

Availability of any affordable housing schemes progressed by the Council in the future will be advertised separately, and a formal application process will apply in accordance with the legislation in place at that time.

The survey is now live and is open for six weeks initially, up to 12th of June.

  • This survey is being used for the purpose of gathering information and determining potential levels of interest on a geographic basis. 
  • Eligibility criteria may change from time to time.
  • Completion of the survey does not imply eligibility or convey approval in any form, to a future offer of affordable housing by Offaly County Council.
  • This is not a waiting list and will not determine priority.
  • The existence of this register does not preclude others from applying to be considered for affordable housing.   
  • Data is collected for survey purposes only and there will be no follow up correspondence to submissions.
  • Fresh Start’ applicant refers to the fresh start principle in Housing for All: An applicant who is divorced or separated that has no interest in the family home, or who has undergone insolvency proceedings is eligible to apply.
  • The data submitted by you will be retained in full adherence to Offaly Council’s Data Protection Policy and in compliance with GDPR requirements – further information is availble here: https://www.offaly.ie/data-protection/

It will be used for the following purposes:

  • The establishment of a register of provisional interest in affordable housing provided by Offaly County Council.
  • The potential onward transfer to the Department of Housing, Local Government & Heritage, or the Housing Agency as part of any evaluation or approval process associated with affordable housing.

This information is sought by the Housing Department of Offaly County Council and retained in pursuance of the functions of the Council as a Housing Authority in relation to housing under the housing Acts 1966-2015 and in relation to Affordable Housing under Part 5 of the Housing (Miscellaneous Provisions ) Act 2009 and Section 96 of the Planning and Development Act 2000 as amended by provisions within the Affordable Housing Act 2021.
