In exercise of their powers under Section 6 of the Casual Trading Act, 1995 and the Local Government Reform Act 2014, the Municipal Districts of Tullamore, Edenderry and Birr, propose to make Bye-Laws in relation to the control, designation, regulation, supervision and administration of Casual Trading in their administrative areas within the County of Offaly.
The draft Offaly County Council Casual Trading Bye-Laws 2024 have been prepared for the control and designation of casual trading in the administrative area of Offaly County Council at Tullamore, Edenderry, Birr and Kilcormac. The designated casual trading areas to which the proposed bye-laws will apply are listed in the First Schedule to the Bye-Laws and defined in the accompanying maps. These bye-laws will replace all previous Offaly Casual Trading Bye-Laws.
The proposed bye-laws shall be cited as the Offaly County Council Casual Trading Bye-Laws 2024.
The proposed bye –laws make provision for the designation for casual trading at the following locations;
- Tullamore
- Edenderry
- Birr
- Kilcormac
Notice is hereby given that in accordance with section 6 of the Casual Trading Act 1995, a copy of the Offaly County Council Draft Bye-Laws is available for viewing or inspection during normal public opening hours from Monday 22nd January to Friday 23rd February 2024 at the following locations:
- Offaly County Council, Áras an Chontae, Charleville Road, Tullamore, County Offaly R35 F893
- Tullamore Municipal District Offices, Town Hall, Cormac Street, Tullamore, County Offaly R35 WV59.
- Edenderry Municipal District Offices, Town Hall, Edenderry, County Offaly R45 K766
- Birr Municipal District Offices, Birr Civic Offices, Wilmer Road, Birr, County Offaly R42 X271.
These draft bye-laws may be inspected free of charge or copies may be purchased during the inspection period for a nominal fee of €3.00 at the offices of listed above.

Submissions in relation to the draft bye-laws may be made in writing to Ms Ann Dillon, Director of Services, Áras an Chontae, Charleville Road, Tullamore, County Offaly.
Offaly County Council will accept and consider any such submissions or observations received on or before Friday 08th March 2024 (4 pm).
