In line with the Town Centre First Policy, Clara was chosen as one of 26 towns across the country to receive funding to develop a Town Centre First Plan. Urban Agency Architects were appointed by Offaly County Council to support the Town Team and the Council to prepare the Town Centre First Plan for Clara. Following background/baseline research, stakeholder engagement, numerous public engagement events and surveys, the process is now complete.
The plan presents a new vision for Clara, by providing an understanding of the place, defining the place and identifying means of enabling the place. The plan has identified a number of potential projects and ideas that could transform Clara and help create a vibrant town centre.
