A LARGE-SCALE RESIDENTIAL DEVELOPMENT (LRD). THE PROPOSED DEVELOPMENT WILL CONSIST OF 102 NO. DWELLINGS IN A MIX OF HOUSES, DUPLEX AND APARTMENT DWELLINGS. A TOTAL OF 62 NO. HOUSES ARE PROPOSED IN DETACHED, SEMI-DETACHED AND TERRACED FORMAT ALL 2 STOREY IN HEIGHT AND RANGING IN SIZE FROM 2 – 4 BEDROOMS. THE BALANCE OF DWELLINGS I.E. 40 NO. COMPRISE A MIX OF APARTMENT/DUPLEX DWELLINGS THAT ARE ACCOMMODATED IN 4 SEPARATE 3 STOREY BUILDINGS LOCATED IN THE NORTHERN AND WESTERN PART OF THE SITE. A 10-year planning permission with a 30-year operational life for development on a site area of 60.674 hectares. The development will consist of up to 8 (eight) wind turbines with a tip height of up to 187 metres, and all associated foundations and hardstanding areas; approximately 4,750 metres of new internal access roads, associated drainage and turning areas; upgrade of approximately 3,500 metres of the existing L50062 public road including upgrade of the existing bridge; a new bridge crossing of the Figile River to provide access between turbine 3 and turbine 4; a 2,950-metre recreation trail and all associated development to include gravel pathways, a footbridge across the Figile River, a parking area, signage, information boards and outdoor fitness equipment; an off-site electrical substation and a battery energy storage facility; all associated underground electrical and communications cabling to connect the turbines to the substation including approximately 1,550m along the R401 Regional Road; a spoil storage area; a permanent meteorological mast up to 110.5 metres high; 2 no. temporary construction compounds; 2 no. temporary blade adapter set-down areas within the wind farm site and at the junction of the R402 and R401 at Rathmore, Edenderry, Co. Offaly; turbine delivery route works including widening of the junction of the R420 and R402 at Ballina, Geashill, Co. Offaly and all associated site development works. The overall development is for a nine (9) turbine wind farm, with a separate planning application being submitted to Kildare County Council for one (1) turbine located in the townland of Ticknevin, Carbury, Co. Kildare. An Environmental Impact Assessment Report and a Natura Impact Statement has been prepared in respect of the application.

Continued use of the previously permitted development under P. Reg. No. 02/462 (PL19.201727) consisting of the existing sand and gravel extraction and processing to include washing (with associated closed system silt storage lagoons) and related ancillary buildings and facilities including the readymix concrete batching plant, concrete block batching plant and block yard, asphalt plant, site office, pre-fabricated shipping office, wheelwash, weighbridge, electricity substation, single building comprising workshop/laboratory/canteen, two bunded and covered fuel tanks, a concrete reclaimer and a septic tank with puraflo liquid effluent treatment system and the existing site entrance onto the N52 Road; extension to the north and east of the existing sand and gravel pit over an area of 31.3 hectares. The sand and gravel extraction will be dry working above the water table; provision of a new sand washing and screening processing plant; phased stripping and storage of topsoil and overburden materials over the extension lands for reuse in the restoration works. Restoration of the overall site will be to a beneficial agricultural after-use; all associated site works within an overall application area of 68.9 hectares, and all for a period of 18 years plus 2 years to complete restoration works (total duration of 20 years). An Environmental Impact Assessment Report (EIAR) has been prepared in respect of this planning application.

THE TRANSMISSION LINE WILL COMPRISE APPROXIMATELY 8.5KM OF UNDERGROUND LINE AND APPROXIMATELY 3.7KM OF OVERHEAD LINE. UNDERGROUND INFRASTRUCTURE WILL BE LOCATED WITHIN PRIVATE LANDS AND WITHIN THE PUBLIC ROADS NUMBERED N62, R439 AND THE L70152; WILL BE INSTALLED IN EXCAVATED TRENCHES OF APPROXIMATELY 1.2M IN DEPTH AND WILL INCLUDE ASSOCIATED UNDERGROUND DUCTING, JOINT BAYS, COMMUNICATION CHAMBER BAYS, SHEATH LINK BOXES AND INSPECTION CHAMBERS; DIRECTIONAL DRILLING AT 1 NO. RAILWAY CROSSING ALONG THE N62, AND ALL ASSOCIATED SITE DEVELOPMENT AND REINSTATEMENT WORKS. OVERHEAD INFRASTRUCTURE WILL CONSIST OF 3 NO. POWERLINES SUSPENDED FROM WOODEN POLES WITH A MAXIMUM HEIGHT OF 16 METRES, AND ALL ASSOCIATED SITE DEVELOPMENT AND REINSTATEMENT WORKS.
