Waste Management (Waste Electrical and Electronic Equipment) Regulations 2005

WEEE stands for Waste Electrical and Electronic Equipment.

The WEEE Directive aims to reduce quantities of WEEE disposed of to landfill and reduce the harmful effect caused by WEEE on health and the environment whilst conserving natural resources.

Examples of WEEE

WEEE includes anything with a battery or a plug, for example: large domestic appliances, toasters & electric kettles, stereos, radios, walkmans, MP3 players, portable tvs & remote controls, power tools, video/dvd players, consoles & games, computer monitors, printers & CPU's (please ensure no personal data remains on hard drive), microwaves, fluorescent tubes & CFL bulbs only, electric fans, telephones, mobile phones, lamps, clocks, smoke detectors, electronic thermometers, calculators, hair dryers, toys, pet accessories.

Information for Consumers:

  • Under the WEEE Regulations 2005, consumers can bring back WEEE within 15 days to Retailers when they purchase new equipment on a like for like basis
  • Retailers are obliged to collect WEEE within 15 days of delivery of a new item, provided the item is disconnected from all mains, does not pose a health and safety risk and is ready available for collection.
  • Retailers must give 24 hours notice prior to the collection of WEEE.

Information for Retailers

  • Retailers of electrical and electronic equipment in Offaly are obliged to register each of their premises with Offaly County Council under the WEEE Regulations.
  • Re-registration must be carried out annually.
  • Retailers who have registered previously must re-register by 31st January each year.
  • Failure to register may result in enforcement actions.

The regulations provide for the costs of WEEE recycling to be displayed for all items, and these costs are known as Environmental Management Costs (EMCs).

All retailers of WEEE must ensure that the EMCs are clearly displayed, separate to the retail price of the product. A list of current EMCs can be found on the WEEE Register Society website.

Retailers are also obliged to take back household WEEE from customers free of charge on a one-for-one basis with the sale of a new like product (e.g. fridge for fridge). The WEEE should be returned to the approved collection facility for recycling, ensuring that all WEEE is clean on delivery.

Retailers of EEE must be registered with their local authority. If you are required by these regulations to be registered and have not yet done so, an application form can be found under the Application Forms sections below. The form can also be used for re-registration, which is required on an annual basis. The completed form must be submitted with a fee of €20 to:
